Effinergie

The French low energy consumption in new buildings is called BBC-Effinergie®.

BBC-Effinergie® is a designation aimed at identifying new buildings or new parts of buildings whose very low energy requirements contribute to achieving the 2050 objectives of reducing greenhouse gas emissions by a factor of four.

The ministerial decree of 3 May 2007 defines the regulatory requirements of the BBC label, which is taken up by Grennelle as the 2012 target for new buildings and new parts of existing buildings. The latter takes up the values defined by the Effinergie® association, i.e. a consumption target for new residential buildings of 50 kWhep/m2/year.

This ministerial decree defines the regulatory requirements for the energy performance levels of new buildings and new parts of existing buildings: HPE, HPE EnR, THPE, THPE EnR and BBC 2005 (low energy buildings).

Recognition of the Effinergie® level was made official with the signing on 19 June 2007 of partnership agreements between Effinergie® and the state-approved certifiers for the issue of the BBC-Effinergie® label. New buildings can be awarded the BBC-Effinergie® label on the basis of the same certifications and calculation methods as the RT 2005.

Thus, Effinergie® now has a real legal basis and entitles the holder to the advantages associated with energy performance labels: top-up, zero-interest loan, tax credits, reduction in property tax, extension of COS, subsidy for the installation of renewable energy ...

With the improvement of the energy performance of buildings, the item of loss through air renewal represents an increasingly important part of the heating balance. Moreover, a building that is not airtight (parasitic infiltrations) leads to a degradation of the air quality and the comfort of the occupants, as well as an increase in the risks of condensation. A good airtightness of the building envelope allows the transfer of air flows from the main rooms to the service rooms, provided by the ventilation system, thus obtaining a real efficiency of the air management systems.

The RT2005 thermal regulation sets air permeability objectives for the building envelope as a reference, and allows for a quality approach to air tightness.

As part of the requirements of the Effinergie® brand, which are based on the national Bâtiment Basse Consommation label, it seems important that the measurement of the building's air permeability is valued and mandatory for the award of this label. The purpose of measuring permeability is not only to sanction, but also to accompany the educational process necessary to promote and ensure that professionals assimilate good practices.
